Usually, yes. HPs aren't too bad, but brands like Dell are especially well know for this.
They give the printer away, and then they recoup their costs by selling you ink that's more expensive than usual or which comes in smaller cartridge sizes than usual.
I know somebody who a free Dell printer and they found that the ink was about 25% more expensive than the equivalent paid for printer, and they could only buy it direct from the manufacturer, not from staples or Walmat etc.
I've dealt with hardware suppliers for years and they have all sorts of tricks.
