Based on circadian rythmns, excercise is best either when we've just woken up - so early morning - or in the laye afternoon at about 4-6pm. This is when our muscles are warmest and at their most flexible naturally.

It's not bad for you but it's supposely better to do it in the morning when your body is fully active as the day goes on your body seems to get tired and then becomes more and more tired and then it's near impossbile to become fit when tired.
I have no idea what the afternoon has to do with exercising being good or bad for you. If you exercise in the pollution of the afternoon peak hour traffic, this might not be all that good....
Of course not! What in the world gave you that idea. Exercise any time of the day is fine. Sometimes later in the evening may make it hard to sleep at night, but no other problems.
You should exercise whenever you have the time. Just don't do it right after eating a big meal.
